I agree. You don't need the apostrophe s. And I like Moose Casino Emporium better than Moose Chip Emporium. It just sounds more regal, plus you have the other table games.
Casino Emporium is awkward grammtically. As for the apostrophe "S" (or absence of it), wasn't it called The Flamingo? You are not in the habit of referring to your place as "The" Mosse Casino, are you?
Whatever. I'm not worried about the wording just the look. It's either going to be MOOSE CASINO/CAMBRIDGE or MOOSE CASINO & CHIP EMPORIUM. I'm getting mockups done both ways.

I would happily make an offer for his casino supplies . . . purely as a gesture of goodwill, to help offset his moving expenses, and also to help fund a fresh order of NEW SUPPLIES.
Top or bottom. Remember chips land randomly in the pot or in your stack, so in the top sometimes the text will be completely upside down to you, whereas the bottom design, some text will always be facing you.
Remember anything black will be shiny gold in the hotstamp so definitely won't be bottom right otherwise the chip would look more like a loonie than a moosie or maybe a doubloonie or one of those chocolate coins.
