Nice play. The guy was obviously not holding a strong hand with that small raise, and made a bad call.

Agreed. The fact that the guy had a healthy stack is no reason to call 28K with JK. What hands can he possible beat here? KT? QJ? Maybe he was hoping Scotty had a pocket pair, tens or less. That a lot to hope for.
