Another pretty good answer is post-flop, since winning hands tend to have *much* bigger edges on the flop and beyond.
Also, as Sklansky points out in several places in TPFAP (for example, "The System"), unskilled players generally prefer to be all-in earlier than usual in hands. That is, the unskilled player is more willing to push close edges early in the hand, rather than make difficult decisions later in the hand.
