Thoughts on a waiting list.

Just wanted to get some feedback on a change I'm thinking of making to my homes games. Currently, I run a $10 (plus 2 max. re-buy during the first four levels, no add-on) tournament and the capacity of my place is 24 players.
I've been getting a few people on the waiting list each tournament and thought about this change...
--If a player busts out during the first four levels and either chooses not to rebuy or runs out of rebuys, the first player on the waiting list may take his or her spot and recieve a full compliment of re-buys from that point til the end of the rebuy period
The good points: more players = more money in the pot, which is always good and it gives people a chance to play, and allows me go move a little beyond my house capacity.
The bad points: by the time the first person busts out, it may not be worth it to rebuy. for example,. would you buy into a tournament for 1000 chips at the start of a 30-60 level with 20 minutes left in rebuys. (I guess if you choose not to, ring games always seem to start up at my place as people bust out)
I like the idea, but I wanted to get the opinion of a person playing at a tournament. Would it irk you that people can jump into the tournament a hour into it? Is it unfair to the person jumping in? Is it unfair to the other players at the tournament?

Seriously though, adding people into a re-buy event once people have busted out can be a bit complicated. Not because it's inherently unfair but because the discrepency of not being forced to pay the initial rounds of blinds can be taken as being an advantage. Someone who had been sitting there and decided to play no hands, would have been getting blinded down, while this person got a free ride upto that point. In reality that person lost the ability to play hands, so it is likely a wash but some people don't see things that way.
The problem with this idea (and re-buys in general) is if it happens more than once at a single table and not other tables, the table with all the re-buys will probably produce the chips leaders for the tournament, but that is really a re-buy issue in the first place.
Generally I like adding to the pot and at Rob's last tournament it helped increase the pot dramatically and no one there seemed to mind. I think it also encourages the wait list people to show up.
