Howard's Set of 5's vs. Cowboy's Top Two

Cowboy: J7
Board: T76 5 J with 3 hearts (2 hearts on the flop, Jh on the river)
I think the announcers might have missed something here. (Meaning, I think *Mike* might have missed something here.)
When Howard bet the river and was raised Howard took a long time to think. M&V kept implying that Howard might fold, and when he eventaully did call, made remarks along the lines that it was a "nice call", as if he was possibly going to fold.
Don't you think Howard was probably considering *raising* here?
He eventually called, which I think is a good play (I probably think this mostly because Howard Lederer made that particular play), but I can't see him even thinking about folding here.
(For one thing, it doesn't make sense to bet the river with the intention of folding when your hand is that good.)
