snap call?
If he assumes that you are going to call an all-in bet when the 8 appears on the river, then he/she is actually laying 1600 to win 21801 if the 8 appears on the river.
I would agree with AIPF that it is a really tough call on the river too - You are only going to win 1/2 the pot even if you catch a bluff - so you have to be more than 75% sure that it is a bluff. This actually makes the float on the turn even better because you really shouldn't be able to call if a 3 appears on the river either.
perhaps its an interesting hand then....because their are many hands the villain can continue on the turn with, hence the slightly smaller bet....over pair, two pair sets, a straight with any eight. when he brings all those to the river he can jam them all and expect to put the hero in a tough spot while with a deep stack, have little risk to himself....i myself would like to check that river behind in his spot, however if i thought that villain would fold in my spot, i would jam the sh#t out of it....
