If villain is shoving atc, its an easy snap call:
but if i change the range to just less than 30% im only calling tt+, Ak etc.
is this a snap call, or maybe a snap fold with the short stacks......

Snapping this. Villains range in this specific situation justifies.
The flatter the structure - sways it more towards a fold...but I assume this is a regular payout structure...and calling is most likely your best option.
this question takes into account the payout, not chip ev, check the link to see....
Like in your question if the payouts were like:
A)
1st - $1k
2nd - $500
3rd - $250
4th - $100
or
1st/2nd/3rd - $1k satellite seat
4th - $0
Then ICM dictates that you should call more often in payout structure A, and fold in payout structure B. The actual payouts make a difference.
Your example with your actual hand is going to be a call in the majority of the tourneys you play. If in your example, you change your actual hand to say K10o or 22, then ICM becomes more of a factor into your play. The steeper the payout structure, you would have a lot less motivation to call....and the more shallow the structure...the more likely you should call.

edit: my bad....i did the icm calculations (forgot to post them), villain should jam atc....so hes likely really really wide.....but he has to be basically wider than 30% says the theory....so the question is...is he wider than 30% an am i using the wetts calculator properly....
