    This is as close as it gets actually. If you have one or two more BB's you should fold and if you have one or two less BB's you should instapush, I'm fine with either a push or a fold here

    Also its a speed tourney. I think I would shove up to 14bbs, and raise/call shove up to 19bb in many cases.

    The fact that this is a speed tourney sways my vote to a shove > fold here.

    i agree with actypher. Shove <7M, Raise shove <15M. >15M its table dependant. I really dont mind pushing aroudn small stacks here and I'm glad to get it in with them as they would be shoving lightly. In most cases im rasing 99 UTG almost allways, only against the loosest players with large stacks would I fold this utg. I dont want to go all in against 2 people with my middle pair.
