does anybody know of this 2 and Q to poker game

I saw a televised Texas hold-em poker game where the people playing decided on this little variation: if you had a 2 and Q(i believe those were the cards) and you won the hand everybody had to pay you a $1000 dollars over and above the pot. Anybody heard of this and can you tell me what the rules are for plying this? I have a friendly game tomorrow so would like to try it.
