From the ruling, I would guess that the person putting out the one chip did declare the raise, but the first player did not hear it, and assumed they were called.
The written rules for the WSOP are clear - if they declared a raise then it the one chip is a raise... if not it is just a call.
Tossing in a big chip and saying nothing is a call.
I never raise with one chip ... just in case
That's why I often bet something like $105, or $26
Here I would have bet 5100 or something like that.
Just in case.
With the ruling given, I think it is safe to assume that the following happened:
Erica: Put in a 2,500 bet
Player X: Said "Raise", and put in a 5,000 chip (which would make the bet 5,000 automatically by the rules)
Erica: Didn't hear the word "Raise" and thought that player X called and revealed her hand
Player X: Thought Erica had called and revealed her hand.
At this point there best decision from the floor is the one given - since Erica will never admit that she would have called the raise, assume that she folded after the raise.
