From a purely mathematical point of view, leap year is necessary.
Daylight Savings Time however is a very old concept that holds little value in today's world. If they got rid of it, I wouldn't feel disappointed whatsoever, except its about the ONLY way I remember to change the batteries in the smoke detectors at home.
Just curious...the extended DST was to assist in lowering power consumption in North America. It's been a year and a half now, so I'm wondering if it did anything of the sort?

At least on our newer electronics. I do not wear a watch, so that does not concern me.
