Bank Roll and moving up question?

I have two Question.
1) when do you move to next level?
say, when you rearch mini 20 buy-in for the next level you are going to? or 50 buy-in?
i'm currently at 25NL, and i have reach 40 buyin mark for the level i'm playing.
which mean, i would have 28buy for 35NL or 20 buy-in for 50NL.
i'm debating if i should move up.
2) for 25NL , my stats show, 3.54/BB100 (i heard many people say 7/BB100 is the standard), so i'm not really beating the game at 25NL.
should i stay until i can hit 7/BB100?
my 25NL statis show 3.54/BB100 over 35000 Hands
i usually play 3 cash table plus 1 tournment table, or 4 cash game

    Personally I would move up when your comfortable and not when your bankroll suggests it. If you are destroying your level now and feel you can make more $ at a higher level. Also I would do a mixture, ie 2x 25NL tables and 2x 50NL tables.

    What does "25NL" mean? Is the big blind $25 or 25¢? Is one "buy-in" 100 times the big blind, or $2,500? I have also been debating moving up, but only to $2/$5 NL.

    max buy-in $25 dollar
    0.1/0.25 blind.

    i'll try it tonight
    1 table at 0.1/0.35 35NL and 1 table 0.25/0.50 50NL, 1 table at current level to test water.

    My best hand ever came at a 600NL game. I posted it awhile ago, but I am too lazy to look for it. I only played at that level the one time because I was on such a rush that day (finished the day at +$2600 or so).

    The point I am trying to make is, move up if you feel comfortable doing so, and move back down if you start losing consistently.
