Setting up a satellite??

I'm interested in setting up a satellite tournment in my area for a chance to win a CPT package. Would this be legal? I'm still in the pre planning stages an wanted to know. The tournment would either take place at a rented hall or in my friends basement, we would charge a registration fee to cover expenses like tables, chairs, chips, and various other things. am I walking a thin line or will I be ok. We are thinking of using this event to launch our poker club.

    OK, first you have to mount the dish on the roof and aim it correctly. (oops wrong forum lol)
