The raiser I've seen overvalue top pair on occaision, but there's already a better and caller in EP and draws abound on this board.

It depends. Is the BB the type of player who bets when he hits any piece of a low/BB type of flop? Or is he a weakish player who will only bet out into a field with two pair or better? Is the SB a trapper?
What's the field like? Will they raise with AT - AQ preflop?
Without any read I may three bet or fold. I'm more likely to three bet the flop as it's draw heavy and I want to eliminate the SB and a weakish BB / other caller if possible.
If I three bet the flop and was called & checked to on the turn, I will likely check (unless I improve). I will then call one bet on the river. I check the turn as I'm worried about a set on this type of flop and/or two pair.
However, based on the typical lineup and typical players I feel I'm ahead. I just hate all the draws though and they may be favoured over me. Sooo I'm 70% leaning to three bet the flop and 30% folding. Definitely 0% calling the raise.

Also, depending on the flop action i think there may often be value in betting both the turn and river.
