Would you charge money to use that facility? If < 100% of players' buy-ins goes to the prize pool, then the OPP views it as an ILLEGAL rake.
If there are not enough poker players left in the forum that want to take a shot at a WSOP/WPT event through a
100% rake-free satellite in Georgetown and saving hundreds of dollars, then the next best thing for you and me is to find the lowest rake satellites, such as at Woodbine. An advantage of Woodbine is that there will be players there that will fill up the SNG table so the first place prize will be enough to buy into a WSOP/WPT event. For example, if you, me, hiphopopotamus, pokerJAH and Monoxide don't want to drive to Georgetown but are the only five forumers willing to drive to Woodbine and buy-in for $540+$20 for a chance to play in the $3,850 WPT Montreal ME, then there would probably be at least five players in the $560 SNG list so the prize pool would be $5,400.

I have access to a cheap facility that can handle 5-6 tables if you are serious about running it.
