I will always tip in some fashion.
The size of the tip is definitely related to the experience I have received.
I don't need someone kissing my butt. This person will often times find them on the tiny tip side, but a smile, pleasant manners, they can generally score big with me.
Bad service may not be because of your server, a kitchen problem, may result in your food arriving late, It isn't hot, It isn't what you ordered. These problems to me need to be addressed to the manager. They do make more than minimum. Don't shot the mailman!

I do try to consider these things, and I don't hold the server accountable for any and every little thing that goes wrong. I worked my way through college as a dishwasher and line cook. I know the system from both sides.
I was referring more to the fact that everyone seems to want a tip for everything. I'm not tipping someone at a shoe store for getting my size from the back.
When it comes to poker dealers the only ones I don't tip are the ones who act like it's a waste of their time to be dealing lower stakes games, and they are out there.
I also don't tip as well the guys who play, possibly successfully online on their off time and see fit to berate low stakes players for their mistakes. I have no idea what makes them think they have that right.
