    First you need to get him to take a pic of him with the chips, with a current newspaper to prove he actually has them in his possession right now.

    Next ask him to mail you a chip so you can prove they are legit before you take the time to drive down to see him.

    Next ask for a copy of a police clearance to show that he is not wanted for anything and legit and that it is safe to meet him and that the chips are not stolen.

    Next ask him if he is the Bellagio bandit and provide links to the news reports and ask him if he owns a motorcycle. Tell him you are afraid to meet him and ask him to bring his mother and provide a picture of his mother.
