Not sure if I should have raised preflop. I was a bit gun shy at this point with raises OOP.

it's kinda all or nothing, likely you get no action regardless if the table is passive postflop. No one is going to bet that flop for you. I bet the turn 1/2pot to try and get a drawing hand to call and 1/2 pot the river as well.
