I think you need 25 posts before it will let you; but once you've hit that, you can click on someones name above one of their posts, and one of the options will be "Send a Private Message to.."
Or You can click "Private Messages" up at the top-right of any CPF window Underneath where it says "Welcome, <user>".
And when in the private messages page, there is a link on the left that says "send new message".
