So if someone bets $5, I raise to $15, and someone goes all in for $24 (a raise of $9) I am not allowed to reraise (anyone else in the hand is, of course). This is in contrast to limit hold'em where an all in raise of at least half of the bet reopens the betting.
I have never heard of a card room where, in NLHE, a raise of 50%+ over the previous bet did not re-open the action. I fully admit my lack of experience in field research, but that rule is pretty much the standard . . . or so I have been led to believe.
