I always thought it was just because they didn't want to have to go to the extra hassle and potential mistake of selling alcohol to under 21's of carding at the door to gamble
and carding for drinks once they're inside.
I'm under the impression that a dry casino would be legally allowed to let 18-20 year olds gamble.
