Can't speak for Watts, but for me it means tight in early, a little looser in late pos. More trying to see cheap flops in LP looking for the big draw, two pair, etc., trying to double up against someone with 1 pair type hands. But NOT just gambling preflop with ATC. However may limp in early with a really big hand looking for a late pos raise to put in that big re-raise.
